2018 BASEBALL PLAYING RULES
Rules not listed here will be NFHS

ALL ROSTERS MUST BE POSTED BY THE FRIDAY PRIOR TO AN EVENT STARTING.
Adding a player after the cutoff will make the player ineligable to play.

TIME LIMITS:
5U - 8U 1:15HR or (6 innings).
9U - 12U 1:30HR or (6 innings).
13U - 18U 1:40hr or (7 innings)
All CHAMPIONSHIP GAMES will play time limit plus 1 inning if all innings have not been played.  

FORFEITS: Teams forfeiting during pool play will be ejected from the event and will not be placed into the championship bracket.

PITCHING:
First and foremost is the pitcher's safety when discussing pitching limitations. We highly recommend that all coaches, parents, and mentors adhere to the MLB Pitch Smart Program. While we are working towards our Pitch Smart Compliance Program we will mandate the following pitching restrictions. 8U - 12U (24) outs per weekend, (18) outs per day. 13U - 14U (28) outs per weekend, (21) outs per day. 15U - 18U suggested pitching limits should follow PitchSmart guidelines Using an illegal pitcher will result in an immediate forfeit. Each team gets three "free" defensive conferences during a regulation game; on the fourth, the pitcher must be replaced. Note that if you replace the pitcher during a conference, it does not count as a charged conference.
*ruling: An illegal pitcher is over age or not on the teams TSB roster by the cutoff.
*ruling: A pitcher that has exceeded his pitch limits is also considered to be an illegal pitcher.

BATTING ORDER:  
YOU HAVE 4 CHOICES FOR YOUR LINEUP:
1. BAT 9 STRAIGHT
2. BAT 9 WITH DH
3. BAT 10/PLAY 9 WITH EH
4. BAT THE ENTIRE LINEUP
When using options 1-3, all eligible subs must be listed on the lineup card. Your official lineup must be presented to the opposing coach and the plate umpire prior to the start of each game. When using option #4 and a player is injured or unable to play, the team must take an out for that spot in the lineup. A player that has not batted or played in the field, and is injured, would simply be skipped and taken out of the lineup. You cannot use both a DH and an EH

COURTESY RUNNERS:
For the pitcher and catcher only once they reach first base. A courtesy runner can be used for the pitcher and catcher at any time.
The courtesy runner must be a legal substitute currently not in the game, including starters that have been substituted for but are legally eligible for re-entry. IF YOU ARE BATTING YOUR ENTIRE ROSTER, THE COURTESY RUNNER MUST BE THE LAST BATTER NOT CURRENTLY ON BASE.


SLASH BUNT: Prohibited through 12u. A player cannot show bunt then swing away. The batter will be out and the third base coach will be ejected.

METAL CLEATS:
Prohibited through 8u. Players 9u - 18u can wear metal cleats. No metal cleats are permitted on temporary mounds or any artificial turf fields..

BAT LIMITATIONS:
5u-12u all bats must be marked 1.15bpf or USA stamped, 13u no lighter than -8, 14u BBCOR or (-5), All High School divisions must use BBCOR. (Penalty: prior to the first pitch the bat will be removed from the game. Once a pitch has been thrown to the batter with the illegal bat, the batter is out. Once the next batter receives a pitch, the previous batter that used the illegal bat cannot be protested.) .

Prior to a pitch being thrown to the batter, only a warning will be issued on the team's first offense. 
After the batter receives a pitch, the batter will be called out and the team will be warned on the first offense.
After 1 warning, the batter and head coach will be ejected.

The warning may be issued at the plate meeting at the umpire's discretion and the team's first offense will result in the ejection of the player and coach only after the batter has recieved a pitch. 

MERCY RULE:
The game will be stopped after any completed inning once a team has a lead of 20 runs. 15 runs after 3 innings, 10 runs after 4 innings and 8 runs after 5 innings.

HEAD FIRST SLIDE:
HEAD FIRST SLIDES ARE NOT ALLOWED IN AGES 8U-12U WHEN THE PLAYER IS WEARING A HELMET WITH A FACE GUARD, C-FLAP OR (non-breakaway) or chin strap. This rule does not apply to runners returning to a base. Players not wearing this type of helmet are excluded. Team warning and then a player can be called out if infraction continues. A team warning will be issued to the offending team on the 1st occurrence. Any additional infraction by that team will result in the player being called out with a delayed dead ball situation.

TIE BREAKERS:
If a NON-POOL PLAY GAME ends in a tie we will utilize the following tie breaker.
The last batter from the previous inning will go to 1st base.
The next to last batter from the previous inning will go to 2nd base, then the next will go to 3rd base
The offensive team will start the inning with (1) out.

DUGOUT:
NO MORE THAN 2 COACHES CAN BE OUTSIDE OF THE DUGOUT WHILE THE BALL IS IN PLAY.


HOW TO PROTEST A RULES BASED CALL:
Ask the umpire for time.
Tell the umpire you would like to protest his call based on (cite rule from TSB or NFHS) rule.
Contact the director for a clarification.
The TD or the UIC will make a final dertermination based on their interpretation of the rule that you cite. 
(Ruling: The protest must come from a coach currently in the game prior to the next pitch.)

EJECTIONS:
Any Coach, player or fan ejected from a game will need to leave the field immedately. 
  1. Coaches will recieve an additional game suspension including the current game.
  2. Players will only be ejected from the current game unless the ejection happens in the last inning of the current game.
  3. Fans that are ejeced will tbe out for the duration of the event.

All rules not listed will revert to the NFHS Rules for the current season.
The Tournament Director or UIC will make the final determination on any rule clarifications.



AGE DIVISIONS AND CLASSIFICATIONS:
Age Based with Grade Exceptions Divisions:
6U Division
Players who turn 7 prior to May 1 of the current season are not eligible unless they are in Kindergarten. Also, any player turning 8 prior
to May 1 will not be eligible. Players who are 6u are eligible for this division regardless of their grade.
7U Division
Players who turn 8 prior to May 1 of the current season are not eligible unless they are in the 1st grade. Also, any player turning 9 prior
to May 1 will not be eligible. Players who are 7u are eligible for this division regardless of their grade.
8U Division
Players who turn 9 prior to May 1 of the current season are not eligible unless they are in the 2nd grade. Also, any player turning 10 prior
to May 1 will not be eligible. Players who are 8u are eligible for this division regardless of their grade.
9U Division
Players who turn 10 prior to May 1 of the current season are not eligible unless they are in the 3rd grade. Also, any player turning 11
prior to May 1 will not be eligible. Players who are 9u are eligible for this division regardless of their grade.
10U Division
Players who turn 11 prior to May 1 of the current season are not eligible unless they are in the 4th grade. Also, any player turning 12
prior to May 1 will not be eligible. Players who are 10u are eligible for this division regardless of their grade.
11U Division
Players who turn 12 prior to May 1 of the current season are not eligible unless they are in the 5th grade. Also, any player turning 13
prior to May 1 will not be eligible. Players who are 11u are eligible for this division regardless of their grade.
12U Division
Players who turn 13 prior to May 1 of the current season are not eligible unless they are in the 6th grade. Also, any player turning 14
prior to May 1 will not be eligible. Players who are 12u are eligible for this division regardless of their grade.
13U Division
Players who turn 14 prior to May 1 of the current season are not eligible unless they are in the 7th grade. Also, any player turning 15
prior to May 1 will not be eligible. Players who are 13u are eligible for this division regardless of their grade.
14U Division
Players who turn 15 prior to May 1 of the current season are not eligible unless they are in the 8th grade. Also, any player turning 16
prior to May 1 will not be eligible. Players who are 14u eligible are eligible for this division regardless of grade.

High School age divisions will be the grade level of your player in the highest grade/completed grade as of August 15th, 2018.
AA: A team consisting of no Majors players and no more than 4 AAA players from the same division.
AAA: A team consisting of no more than 4 Majors players from the same division.
Majors: Rosters are open



We will consider the classifications of the most prominent organization in any area if overall team
participation exceeds that of TSB events. The individual tournament directors will make the final
determination on player grade classification in their events.


All roster classification protest must be made prior to bracket play starting. (over age/grade, players not added by the cutoff and players not listed on the rosters are still official protest during bracket play.)



Travel Sports Baseball classifications will be basedoff of game results within TSB events. If a team plays its first event with TSB for the current season (August 1st, 2017 - July 31st, 2018) they must begin at the class they currently play in other organizations. Teams with less than 2 completed events will also have game results from outside organizations taken into account when determining their TSB classifications. A final determination of any teams classification will be made by Travel Sports Baseball.

Coach Pitch Rules
1. The pitching coach must straddle or be behind the pitching rubber that will be set at 40' when releasing the ball. The pitching coach cannot coach any player while he is inside the foul lines and avoid contact with any ball in play. One warning will be given, on the second offense the coach will be removed. The player playing the pitching position must stay behind or beside the offensive coach pitcher until the ball is hit. When a batted ball hits the Pitching Coach, the following rules will apply. If in the umpires judgment, the coach did not make a legitimate attempt to avoid contact, the batter is declared out and no runners shall advance. If in the umpires judgment, the coach did make a legitimate attempt to avoid contact, the ball becomes dead and no-pitch is declared.

2. Ten (10) defensive players will play in the field with four (4) outfielders which must stay in the grass outfield until the ball has been hit.

3. No lead off or stealing. No bunting. No infield fly rule is ever in effect. 

4. Free substitution on the defense.

5. Teams will bat their roster and the batting order will remain the same throughout the game. 

6. Players may not be intentionally walked.

7. Umpires will call “time” after every play and declare the ball dead. “Time should be called as soon as the lead runner is not attempting to advance. “Time” does not have to be called by the defense for the purpose of this rule.

8. Pitching rules: Coach Pitch – 6 pitches or 3 swinging strikes. Batter will continue batting if his last strike is fouled off. The offensive side is retired when 3 outs or seven runs are scored.

9. The defensive player listed as pitcher cannot leave the pitching circle until the ball is hit. Penalty: The play continues. After the play has ended, the offensive team has the option of taking the result of the play or no-pitch. If a player violates this rule on his first offense he will be warned. On his second offense he will be removed from the pitching position for the remainder of the game.

10. A team may use a courtesy runner for the catcher anytime he gets on base. The curtosy runner must be the last batter not currently on base.
 
11. Two defensive coaches can be outside of the dugout while the ball is in play. No "outfield coaches".

​12. Coaches are responsible for their team's fans/parents. If a parent or fan is ejected from the game, the head coach will also be ejected.
 
DO NOT ABUSE THE OFFICIALS
Coaches or fans that are abusive towards the officials will be ejected and will not be allowed to return for the weekend or future events. Please contact the site director if there is an issue. TSB does not have a protest fee, if you have a question about a rule or player we will help you. The site directors ruling is final.
